In collaboration with the State of Hawaii, Department of Human Services, the First-To-Work (FTW) Program provides case management, employment, and support services to individuals who are receiving Temporary Assistance For Needy Families (TANF).

Employment Training Fund (ETF)

Have you ever wanted to get that promotion or increase in pay, but don’t have the right qualifications or skills?  The Employment Training Fund (ETF) may be the right solution.  ETF is an excellent program that enables employers to send their employees for further training.

Eligible employers participating in the ETF Program are able to receive tuition assistance for courses through our list of approved vendors.  Currently, employers can receive 100% tuition assistance up to $800 for ETF approved courses.

In order to be eligible and participate in the ETF Program, please consult with your employer and discuss the possibility of taking advantage of this opportunity.  Employers must apply to ETF on behalf of their employees in order to participate.
